PURPOSE: Council approval of a Professional Services Agreement with Bratslavsky Consulting Engineers, Inc. for Phase 1 of the Whitehorse Trail Design and Implementation project. Phase 1 work includes concept development and selection and initial site analysis and investigation.
BACKGROUND: : RFQ #13-21SB was issued to solicit consultants to provide design, permitting, bid support and construction support for the Whitehorse Trail Design and Improvements Project. This work will be the third phase of work along the corridor and will complete the gaps in the corridor and connect the Whitehorse Trail to the Centennial Trail. One consultant team responded to the request for qualifications and was deemed qualified to complete the identified work. The Whitehorse Trail Design and Improvements Project will be phased. Phase 1 will include the work associated with concept development and selection and initial site analysis and investigation. Future Phases 2 and 3, not subject to this agreement, will include design and engineering documentation, cost estimates, permitting support and bidding and construction support. Project scope and budget for Phase 1 have been negotiated with Bratslavsky Consulting Engineers, Inc. for an amount not to exceed $202,793.74 (Two Hundred and Two Thousand Seven Hundred and Ninety-Three Dollars and Seventy-Four Cents). Project funding is available within Parks' current capital budget and includes funding provided through a Washington State Recreation Office (RCO) grant.
