PURPOSE: This is a multi-year on-call environmental consulting contract to assist the Airport Fire Department with Environmental Compliance.
BACKGROUND:
* Snohomish County and Haley & Aldrich, Inc. ("Haley & Aldrich") executed a Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement with Snohomish County Public Works On-Call Contract Agreement No. OCC23/2-7(X).
* Snohomish County Airport at Paine Field ("Paine Field") requests authority to utilize the Snohomish County Public Works On-Call Contract for environmental consulting services
* FAA has prepared an Aircraft Firefighting Foam Transition Plan dated, May 8, 2023, and anticipates a Fluorine Free Foam to be approved for use by the end of 2023.
* Paine Field has selected Haley & Aldrich from the Snohomish County Public Works On-Call list and negotiated scope and fee to assist with regulatory compliance on the transition to a new Fluorine Free Foam.
* Snohomish County Public Works On-Call Contracts Specialist has reviewed and approved the contract.
* This is a not to exceed contract $399,986.00.
