EXECUTIVE RECOMMENDATION:  Approve

PURPOSE: Budget transfer from Nondepartmental to Human Resources for class and comp study.

BACKGROUND: The Council had appropriated funds for a class and comp study in 2020.  The study was delayed due to the pandemic.  This action transfers appropriation for Nondepartmental to Human Resources to move forward on the project.
