PURPOSE: To accept FAA Concessions Rent Relief Airport Rescue Grant Agreement No. 3-53-0028-065-2022 at Snohomish County (Paine Field) Airport.

BACKGROUND: .
> This FAA Concessions Rent Relief Airport Rescue Grant Agreement No. 3-53-0028-065-2022 is being provided in accordance with the American Rescue Plan Act of 2021 (ARPA) to provide relief from rent and minimum annual guarantees (MAG) obligations to each eligible airport concession at Snohomish County (Paine Field) Airport.
> Snohomish County Airport would like to accept the FAA Concessions Rent Relief Airport Rescue Grant Agreement Offer No. 3-53-0028-065-2022 for $267,137 to in-terminal Small Airport Concessions per the ARP Act, and $66,784 to in-terminal Large Airport Concessions per the ARP Act to assist applicable concessionaires during the COVID-19 public health emergency. The Airport does not currently meet the requirements for Large Concessions; therefore, an exemption shall be filed with FAA to get access to the full $333,921 of the grant.
> This concessions relief grant may be used to provide relief from rent and minimum annual guarantees (MAG) to on-airport car rental, on-airport parking, and in-terminal airport concessions. Paine Field will be using the funds for in-terminal airport concessions relief.
> Airport sponsors must prioritize relief from rent and MAG to minority-owned businesses to the extent permissible under CRRSA.
