Motion 26-219, approving and authorizing the Executive to sign Interlocal Agreement between Snohomish County and the Tulalip Tribes of Washington to relocate waterline for the culvert replacement near 6304 19th Ave NE Project

body

DEPARTMENT:  DCNR/Surface Water Management

ORIGINATOR:  Tracy Gilson

EXECUTIVE RECOMMENDATION:  Approved by Tom Tigen 5/26/26

PURPOSE: To approve and authorize the Executive to sign an interlocal agreement with the Tulalip Tribes of Washington to relocate a waterline for the culvert replacement near 6304 19th Ave NE project.

BACKGROUND: The County plans to replace a failing culvert under 19th Ave NE, which conveys Hibulb Creek to the Snohomish River estuary. The project will construct a 9-foot wide by 6-foot-high concrete box with wingwalls meeting Washington State Department of Fish and Wildlife’s fish passage design standards. The project requires a single lane bypass road and the relocation of the Tulalip Tribes’ waterline, and therefore the need for the ILA with the Tulalip Tribes.
