PURPOSE: To execute the contract agreement with the Washington State Department of Commerce on a successful grant application for design, engineering and construction for an aggregation, processing and distribution facility for agricultural produce.

BACKGROUND: McCollum Pioneer Park is a 78-acre park property. In 1980, Park Administration offices and maintenance building were built and were turned over in 1984 to house the Washington State Extension Services. There were numerous discussions over several years for a food hub in Snohomish County. Several sites were considered for a Food and Farming Center. In May 2012 a Snohomish County Growers Alliance Market Business Plan was developed. In February 2017, a Snohomish County Food Hub Business Plan was developed and in April of 2021 a Food and Farming Center Feasibility Study was conducted. There are two structures that are currently housing Washington State Extension Services. The project will be divided in phases. Phase 1 plan is converting the auditorium building into an aggregation, processing and distribution center. It also includes the design and engineering of a three (3) story building for commercial and demonstration kitchens with classrooms and offices which will be the next phase of development when funding is available. The successful grant from the Department of Commerce is $2.5 million net.
