PURPOSE: The purpose of the Fiscal Year (FY) 2025 Hazardous Materials Emergency Preparedness (25HMEP) grant program is to provide United State Department of Transportation (USDOT)/ Pipeline and Hazardous Materials Safety Administration (PHMSA) federal awards funds to: increase effectiveness in safely and efficiently handling hazardous materials accidents and incidents; enhance implementation of the Emergency Planning and Community Right-to-Know Act of 1986 (EPCRA); and encourage a comprehensive approach to emergency training and planning by incorporating the unique challenges of responses to transportation situations.
BACKGROUND: The Department is the Recipient and Pass-through Entity of the 25HMEP Award. The 25HMEP grant cycle is for a three-year period of performance, with funding being released each year of the performance period. E-26-09 is DEM's subaward for year one. The total agreement over the 3-year period is expected to be less than $90,000. The Subrecipient (DEM) is accountable to the Department for use of Federal award funds provided under this Agreement and the associated matching funds.
