PURPOSE: Approve the 2025 Early Learning Annual Report
BACKGROUND: The Snohomish County Human Services Department / Developmental Disabilities and Early Learning Division requests that the Council receive and approve the 2025 Snohomish County Early Learning Annual Report.
The Snohomish County Developmental Disabilities and Early Learning Division consists of three programs serving families and children: Snohomish County Early Head Start provides home-based early learning and family-centered support focusing on the parent-child relationship for children pre-natal through age three; Early Support for Infants and Toddlers provides comprehensive home-based developmental therapy for children birth to age three with delays or disabilities; and Early Childhood Education and Assistance Program provides preschool education, developmental curricula, and family support to help prepare children aged three through four for kindergarten.
This submission demonstrates the process objectives and outcomes achieved by Snohomish County’s early learning services in partnership with families and community agencies in program year 2025.
