PURPOSE: Approve and authorize execution of Amendment 1 to the professional services agreement between Snohomish County and Quisitive LLC to include additional assessment and analysis services.
BACKGROUND: An Agreement was executed July 27, 2026 with Quisitive LLC is for assessment and analysis of the County's security and infrastructure systems to identify risks, inefficiencies, and opportunities across security, infrastructure, collaboration, licensing, and innovation use cases, enabling a transition from reactive IT operations to a strategic, future-ready AI model. Quisitive LLC will provide recommendations, identifying current gaps and guiding IT toward modern configuration and deliver a final report to IT for each assessment. Competition is waived in accordance with Snohomish County Code 3.04.203. The initial cost for the services was $37,800 plus applicable sales tax. The IT Department is adding two additional assessment areas for evaluating the County's Microsoft Licensing consumption and Azure Optimization to evaluate opportunities to more fully utilize paid licenses and services. The increased cost for the additional assessment and analysis services shall not exceed $52,500 plus applicable sales tax, which results in a total not to exceed amount of $90,300.00. The vendor has offered discounted pricing for these two additional assessment areas if Amendment 1 is executed by 8/31/2026. Expedited handling is requested.
