PURPOSE: The Homeland Security Grant includes a suite of risk-based grants to assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats. This grant provides grantees with the resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation. FY25 Urban Area Security Initiative (UASI) Homeland Security Grant E26-346 provides funding to enhance regional preparedness and capabilities in designated high-threat, high-density areas

 

BACKGROUND: Snohomish County Department of Emergency Management is the Recipient and Pass-through Entity of the 25HSGP DHS Award Letter for Grant No. EMW-2025-SS-05030 (“the Grant”), which is incorporated in and attached hereto as Attachment C to the Agreement and has made a subaward of Federal award funds to the Subrecipient pursuant to this Agreement.
