PURPOSE: To adopt a plan for laying out the maintenance and construction of all county roads for 2027.
BACKGROUND: • RCW 36.81.130 requires each county to prepare and adopt a comprehensive transportation program that contains information as to how the county will expend its money for transportation projects. These include projects related to capacity, safety, bridges, neighborhood improvements and nonmotorized transportation purposes. • To meet the RCW requirement Public Works prepares the Six-Year Transportation Improvement Program (TIP) annually to specify the planned transportation improvements in accordance with the adopted Comprehensive Plan, which are needed to support the Future Land Use Map (FLUM) through the year 2044. The Department of Public Works prepares the TIP as part of the budget process; the 2027 Annual Construction Plan (ACP) is the first year of the six-year TIP. • ACP adoption must now include two companion documents: a list of major equipment purchases and repairs, and a maintenance plan, both of which are included in this ECAF.

DEPARTMENT FISCAL IMPACT NOTES: The 2027 Annual Construction Plan for Transportation forms the basis for and is consistent with the proposed 2027-2028 County Road Fund Budget.
