PURPOSE: Confirm Herbert Duber, MD, MPH, FACEP, to serve as acting health officer when Snohomish County health officer may be absent. Pursuant to RCW 70.05.080, Herbert Duber, MD, MPH, FACEP, may serve as acting health officer for Snohomish County when so requested.
BACKGROUND: There may be periods when the position of the Snohomish County health officer is vacant or the incumbent health officer may be absent or incapacitated and unable to fulfill the responsibilities of the local health officer, and it is imperative that the responsibilities of the local health officer that require timely public health action be fulfilled for Snohomish County during these periods. The Snohomish County Council passed Ordinance No. 24-019 approving an interlocal agreement for health officer coverage by Dr. Duber between Washington State Department of Health and Snohomish County (the “Interlocal Agreement”) on April 24, 2024.
