PURPOSE: Piggyback Bid Award Recommendations - Aboveground Fuel and Fluid Storage with Related Hardware, Software, and Services

BACKGROUND: The Facilities & Fleet Department requests authorization to utilize Sourcewell awarded Master Agreement #081524-TAN to Titan Chemical Transfer Solutions, LLC dba Blue 1 Energy Equipment,in accordance with SCC 3.04.220. An Interlocal Agreement (ILA) between Snohomish County and Sourcewell authorizing cooperative purchasing was approved by the County Council pursuant to SCC 3.04.210 under Motion 18-247 and remains in full force and effect. The purchase supports the County's temporary Sustainable Aviation Fuel (SAF) processing laboratory project, developed in partnership with Washington State University (WSU). The equipment will be used for experimental and pilot-scale SAF storage, handling, and transfer activities. The Sourcewell RFP evaluated qualified suppliers capable of providing aboveground fuel storage tanks and related equipment and services, including systems suitable for aviation fuel applications and the resulting contract is effective November 15, 2024, with a contract term end date of November 18, 2028
