PURPOSE: The proposed ordinance adopts additional annual service charges at Lake Serene for 5 years for the management of invasive aquatic plants.

BACKGROUND: Lake Serene is a 45-acre lake located west of Highway 99 between Mukilteo and Lynnwood that is a significant regional resource for fishing, swimming, paddling and aesthetic enjoyment.

Multiple species of noxious aquatic weeds have infested the lake, threatening its health, and the recreational suitability of the lake.

In 2024, Snohomish County Surface Water Management (SWM) worked with the Lake Serene Community Association to develop an Integrated Aquatic Vegetation Management Plan (IAVMP).

To fund the implementation of recommendations in the plan, the property owners around the lake supported applying for grants and the creation of an additional surface water charge for invasive plant management.

SWM staff worked with property owners to develop a funding plan which included creating a 5-year additional charge for all shoreline parcels. SWM is supporting the plan implementation by applying for a $75,000 state grant and providing SWM staff time for project management.

It should be noted that all Lake Serene shoreline parcels are already subject to an additional surface water charge per SCC 25.20.065 - Service charges for Lake Serene lake level management. Those charges are set to expire on December 31, 2027.
