PURPOSE: Authorizing the County Executive to sign the 2025-2028 Collective Bargaining Agreement between Snohomish County and The Washington State Council of County and City Employees, AFSCME, AFL-CIO, Local 109-S, Representing Airport Maintenance, Fleet Services, Road Maintenance, and Solid Waste Supervisors.

BACKGROUND: This is a four (4) year agreement with the Washington State Council of County and City Employees, AFSCME, AFL-CIO, Local 109-S (Airport Maintenance, Fleet Services, Road Maintenance, and Solid Waste Supervisors) effective January 1, 2025, through December 31, 2028. This successor agreement mirrors changes bargained in the AFSCME Primary Agreement such as exempting the non-discrimination clause from the grievance procedure, resignation tied to good standing for sick leave cash-outs and including the revised reclass process. The agreement also incorporates the same administrative efficiencies as well as language consistencies with other agreements and other housekeeping changes including gender neutral pronouns throughout. As with the Primary Agreement, this agreement provides a 3.63% cost of living adjustment effective January 1, 2025, representing 100% of the Seattle-Tacoma-Bellevue CPI-W.
