PURPOSE: To obtain the Executive's signature on a contract with the North Sound Behavioral Health - Administrative Services Organization (BH-ASO), following the Council's approval of a motion, for the continued implementation of the Recovery Navigator Program in Snohomish County.

BACKGROUND: The Prosecuting Attorney's Office (PAO) launched Snohomish County's legislatively mandated Recovery Navigator Program (RNP) in 2022, with a $512,455 grant from the BH-ASO, that began January 1, 2022, and ended December 31, 2022. The contract included an automatic renewal provision if funds remained unspent at the scheduled end of the term. Sufficient funds have remained available allowing the County to continue the program through June 2023 under the original contract. Based on the success of the program, the BH-ASO has awarded the County a second grant of $645,000, starting July 1, 2023, and ending June 30, 2024, to coincide with the State's fiscal year. This second grant also contains an automatic renewal provision in the contract. While the second BH-ASO grant is included in the PAO's 2023 and 2024 Grant Work Plans, the award of $645,000 exceeds the estimated award of $512,455 in the Grant Work Plans by more than $50,000. Therefore, per SCC 4.26.025(2), the PAO is submitting a motion for the Council's consideration that requests the Council to authorize the Executive to approve this second contract. By doing so, the Executive will have the authority to sign the contract and related grant documents, per SCC 2.10.010(28). Since time is of the essence, the PAO has marked this ECAF as urgent.
