PURPOSE: Executive signature on letter to HUD office to request a budget amendment. .
BACKGROUND: The need for this amendment is due to a change in project delivery method from Progressive Design-Build firm to Design-Bid-Build. The original grant budget included a single line item for Project Construction Costs, encompassing Design-Builder A&E professional services, pre-development costs, construction, demolition, and site preparation. We are requesting the creation of a separate budget line for A&E Professional Services and associated pre-development costs. Snohomish County anticipates utilizing the full $750,000 grant award for these soft costs, including design, permitting, and site studies. The County does not anticipate using these funds for demolition or construction activities. The 2024 HUD grant budget will remain the same at $500,000 - $1,000,000 for construction and $4,000,000 - $4,500,000 for design services and site studies.
