Ordinance 23-072, relating to storm and surface water management; amending SCC 25.20.055 to extend service charges for Lake Ketchum restoration

PURPOSE: The proposed ordinance extends Lake Ketchum Restoration service charges for 5 years with a moderate increase in charges
BACKGROUND: Lake Ketchum previously suffered from chronic toxic algal blooms caused by high phosphorus pollution. Toxic algae blooms are a threat to public and environment health and as a result, public use and enjoyment of the lake were severely impaired.
Snohomish County and the Lake Ketchum community developed and implemented a plan including annual alum treatments which has successfully reduce phosphorus levels and significantly reduced toxic algae blooms.
The funding for the annual alum treatments and associated work are shared between Snohomish County and the Lake Ketchum community.
The Lake Ketchum Shores Improvement Club, based on a favorable vote at their May 20, 2023, meeting, has requested on behalf of their members that the County Council adopt an additional service charge to support the ongoing restoration work.
