PURPOSE: Authorization by County Council to allow the County Executive to approve the Paine Field 2040 Master Plan land by signing the associated Airport Layout Plans

BACKGROUND: .
? The last Master Plan developed for Paine Field (PAE) was adopted by the Snohomish County Council on December 4, 2002, and accepted by the FAA on November 13, 2003.
? In 2019, Snohomish County and Federal Aviation Administration (FAA) officials identified the need to update PAE's 20-year Master Plan to address current FAA requirements and account for the implementation of commercial passenger service.
? In 2020 PAE contracted with Landrum & Brown (L&B) to provide the Paine Field Master Plan 2040 which establishes a framework for the development of airport facilities and will guide future long-term on-Airport land use and development decisions. The Master Plan was prepared in accordance with FAA guidelines and provides a vehicle for community participation in airport planning.
? L&B worked with airport staff, the airport commission, the FAA, a steering committee of consisting of community leaders, a committee consisting of airport stakeholders, and other interested parties to develop an inventory of airport assets, an aviation forecast, facilities requirements, concepts and alternatives, a development plan, airport layouts and an environmental overview.
? This plan was shared with the public with a series of online open houses and webinars. Webinars were held on November 3, 2021, November 9, 2021, June 16, 2022, and on March 15, 2023. In total, over four hundred people attended, and no significant concerns were raised.
