PURPOSE: The purpose of this ECAF is to approve and execute the 2026 Interlocal Agreement (ILA) between the County and the City of Mill Creek (Mill Creek) to continue to provide technology and network services.
BACKGROUND: In order to mutually benefit the County and the City of Mill Creek (Mill Creek) beginning in 2015, both organizations have agreed to share space within the County's data center for the purpose of cross connections to State, County, and other participating agencies. This agreement allows for Mill Creek to request services from the County via Work Order (WO). The current agreement will expire March 24, 2026, and Mill Creek wishes to continue receiving services under a new five (5) year agreement. The initial annual revenue is $630.00 and the total cost of all WOs against this agreement shall not exceed $20,000 over the five (5) year term of the agreement.

DEPARTMENT FISCAL IMPACT NOTES: Revenue was included in the 2025/2026 IT biennial budget. The estimated revenue for the five-year term from March 25, 2026 through March 24, 2031 is $3,150.00 and the total of all Work Orders shall not exceed $20,000.
