PURPOSE: Authorize the Executive signature on HUD CoC Grant Agreement for New Project

BACKGROUND: On September 29, 2022, Snohomish County submitted project applications for the Fiscal Year (FY) 2022 Continuum of Care (CoC) Program competition to the U.S. Department of Housing and Urban Development (HUD). On March 28, 2023, HUD announced the awards, and Snohomish County, which was designated as a Unified Funding Agency (UFA) in the FY2022 funding process, was awarded twenty-six (26) projects in total, including twenty-three (23) renewal projects, two (2) YHDP (Youth Homeless Demonstration Program) projects, and one (1) new project.

HUD is offering the County a stand-alone grant agreement for the new project. The new CoC Grant Agreement totals $564,108 for the period of July 1, 2023 through June 30, 2024. The grant funds will be subcontracted with the VOA, a nonprofit agency, to operate a joint transitional housing-rapid rehousing project with five (5) transitional housing units in Marysville and twelve (12) scattered-site rental units throughout Snohomish County for homeless families. The VOA will provide transitional housing, tenant-based rental assistance, case management, and other supportive services to assist participants in achieving housing stability.

This agreement was included in the 2023 Human Services Department Grant Work Plan (GWP) approved via Motion 22-417. The total exceeds the amount included in the GWP by more than $50,000 and now requires Council approval.
