PURPOSE: Request the County Executive to Execute the Washington State Department of Commerce Grant Agreement Amendment For Stabilizing New Refugees including those from Ukraine and Afghanistan.

BACKGROUND: Since Afghans began resettling in Snohomish County in 2021 and Ukrainians since 2022, Snohomish County has been partnering with Volunteers of America Western Washington and Refugee and Immigrant Services Northwest to support newly arrived Afghans and Ukrainians into Snohomish County. The partners opened the Snohomish County Welcoming Center on October 1, 2021, and since that time, it has served over 2,500 Afghans and over 5,400 Ukrainians. The model that Snohomish County and our partners created is widely recognized as the "gold standard" for care and service for newly arrived refugees.

The County was awarded $2,000,000 for the period of 7/1/2023 through 6/30/2025. This amendment increases the award by $60,000 for a new total of $2,060,000. The amendment amount of $60,000 must be expended by 6/30/24.

The funds are sub-contracted, except a portion for Human Services administration. The County will retain $20,000 for administration costs and the remaining $2,040,000 will be subcontracted to partners to continue supporting newly arrived refugees by providing basic needs, resettlement services and rehousing assistance.

Motion 23-563 authorized the Executive to execute contract amendments.
