EXECUTIVE RECOMMENDATION:  Approve

 

PURPOSE: Snohomish County Council approval the Covenant for Onsite Septic System Operation and Maintenance (the “Covenant”) and to grant signature authority to the Property Officer of the Department of Facilities and Fleet to sign on behalf of Snohomish County the Covenant.

 

BACKGROUND: Snohomish County Department of Conservation and Natural Resources (“Department”) is in the process of developing the Whitehorse Community Park property located at 46609 Mountain Road in Darrington, Washington (the “Property”).  As a part of the development of the Property, the Department will be installing an onsite septic system and holding tank facility.  The Covenant obligates Snohomish County to comply with certain operation and maintenance requirements associated with the onsite septic system and holding tank facilities to be installed on the Property.  Execution of the Covenant by Snohomish County is required by the Snohomish Health District.  The Property Officer’s signature on the Covenant acknowledges the County will comply with those certain operation and maintenance requirements in the Covenant.
