EXECUTIVE RECOMMENDATION: N/A
PURPOSE: Establishing a rates and charges system for Snohomish Conservation District. The proposed system in this ordinance would raise the rate from $10/parcel plus $0.10/acre, set in 2022, to $15/parcel plus $0.10/acre for January 1, 2027 through December 31, 2027; to $20/parcel plus $0.10/acre for January 1, 2028 through December 31, 2028; and to $25/parcel plus $0.10/acre beginning January 1, 2029 through the remainder of the eight-year period.
BACKGROUND: RCW89.08.405 authorizes the county legislative authority to consider a proposal by a conservation district for a system of rates and charges as an alternative to, but not in addition to, a special assessment. Snohomish Conservation has made such a proposal, after holding a public hearing on June 23, 2026.
