EXECUTIVE RECOMMENDATION: Approved by Lacey Harper 11/6/25
PURPOSE: Snohomish County, acting through its Health Department, previously entered into a Data Sharing Agreement with Washington State Department of Health for access to their Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE) platform through the Washington State Department of Health (DOH) Rapid Health Information Network (RHINO) program and wish to extend the term. Original agreement was approved by Ordinance 24-110.
BACKGROUND: ESSENCE contains syndromic surveillance data from Washington and other participating states, and includes analytical tools with which authorized users may interact with the data. ESSENCE data is used to identify and respond quickly to public health threats such as novel pathogens, as well as track injury and health condition trends, evaluate interventions implemented, and assists local health jurisdictions with providing quality public health services.
