PURPOSE: Snohomish County Airport/Paine Field Fire Department, as an emergency medical agency in Snohomish County, wishes to enter into an interlocal agreement as a member of the Snohomish County Emergency Medical Services Agency (SCEMSA) to provide support to the Snohomish County Medical Program Director and EMS providers in provision of services to the public in Snohomish County.

BACKGROUND:
* The Airport Fire Department as an Emergency Medical provider in Snohomish County has been requested by the Snohomish County Medical Program Director to enter into an interlocal agreement for Snohomish County EMS provider agencies.

* The interlocal agreement will establish the SCEMSA to support providers of Emergency Medical Services (EMS) in Snohomish County to act as an independent administrative governmental agency to provide a well-informed and collaborative working relationship with the County, city and other member EMS agencies.

* SCEMSA will provide support to the Emergency Medical Services providers in Snohomish County, Snohomish County 911, the Snohomish County EMS and Trauma Care Council, and the Medical Program Director, in furtherance of the delivery of high-quality Emergency Medical Services to residents and others living, working or traveling in Snohomish County.
