PURPOSE: Approval of Agreement between Snohomish County and the City of Arlington to provide mitigation of impacts associated with the processing of mixed municipal solid waste through the North County Recycling and Transfer Station (NCRTS) located within the City of Arlington.
BACKGROUND:
- In order to mitigate impacts of processing mixed municipal solid waste through NCRTS, the County and City entered into a "Settlement and Mitigation Agreement" in 1992.
- Since then, the agreement has been renewed seven times, with the most recent agreement executed in January 2021.
- The proposed agreement keeps the payment calculation formula the same as the 2026-2030 agreement.
- The City of Arlington Mayor has signed the 2026-2030 mitigation agreement
- If approved, the proposed Agreement will be effective from January 1, 2026 through December 31, 2030 with an estimated contract amount of $350,000.

DEPARTMENT FISCAL IMPACT NOTES: The total 2025 mitigation payments were $94,845.07. Following years' costs (about $70,000.00 per year) will be based on actual quarterly tonnage leaving NCRTS and changes in the Seattle/Tacoma CPI as delineated in the agreement.
