PURPOSE: Approve the Snohomish County 2023-2025 Criminal Justice Treatment Account (CJTA) Plan
BACKGROUND: The Criminal Justice Treatment Account (CJTA) provides funding for treatment and supportive services for individuals who have a substance use disorder, have been charged with a crime, and meet the County scale (250% Federal Poverty Level. Individuals who are engaged with Snohomish County Drug Court or who are incarcerated may also be eligible for services through this funding.
Prior to the formation of the regional Behavioral Health Organizations (BHO), Snohomish County received and administered CJTA funds directly from the state. Since 2016, these funds have been administered through the North Sound BHO. In 2018, the Washington State Legislature provided counties the option to administer their portion of the CJTA funding. The Washington State Healthcare Authority (HCA) began contracting directly with counties in July 2019 for the administration of CJTA funds.
The attached motion request approval of the Snohomish County 2023-2025 Criminal Justice Treatment Account Plan. Upon receipt and approval of the Plan, HCA will issue a contract to Snohomish County for $792,639 per year (totaling $1,585,278.00), for the period 7/1/2023 through 6/30/2025.
