PURPOSE: Council approval for Executive signature on the Washington State Department of Commerce Federal Interagency Agreement for the Emergency Housing Fund
BACKGROUND: The Washington State Department of Commerce has provided Snohomish County an Interagency Agreement for the Emergency Housing Fund (EHF) Grant for $8,057,245 for the period 7/1/2023 through 6/30/2024. This is new funding that is not included in the Grant Work Plan.
The EHF is American Recovery Act State Fiscal Recovery Funds will gap fund programs that met specific criteria that included one-time funding that ends June 30, 2023. Programs include outreach, shelter, housing and services that would end or be reduced leaving individuals and families without those services.
Expedited request is for Council approval for the Executive to sign the EHF Agreement for programs that start July 1, 2023, as the programs will need the funding to avoid a disruption in shelter, housing, and services.
