ITEM TITLE:
Title
Motion 24-496, approve and authorize the County Executive to execute the National Court Appointed Special Advocate/Guardian Ad Litem Association for Children 2024-2025 Strategic Planning Demonstration Grant Award
body
DEPARTMENT: Human Services

ORIGINATOR: Joelle Kelly

EXECUTIVE RECOMMENDATION: Lacey Harper 12/2/24

PURPOSE: The National CASA/GAL Strategic Planning Demonstration Grant aims to create new ways of serving clients that benefit children and families by strengthening and diversifying the support provided to children and families served by the CASA division. The grant is a structured opportunity to advance and support goals and initiatives identified by National CASA standards to provide best interest advocacy to children.

BACKGROUND: In Washington State child dependency and termination cases, state law mandates that the child shall be appointed a guardian ad litem or CASA volunteer to advocate for the child's best interest during the case [RCW 13.34.100]. Currently in Snohomish County, there are approximately 400 children in the juvenile dependency court system. Approximately 75 children are waiting for a CASA to advocate for their best interests due to a shortage in volunteers.

The Strategic Planning Demonstration Grant awarded by National CASA provides funding to elevate our diversity, equity, and inclusion efforts through recruitment and training of our volunteer pool, best interest advocacy efforts and resources provided through the CASA sensory room.
