PURPOSE: To adopt the 2027-2032 six-year Transportation Improvement Program

BACKGROUND: • RCW 36.81.121 requires each county to prepare and adopt a comprehensive transportation program that contains information as to how the county will expend its money for transportation projects. • The County Road Engineer is required by RCW 36.81.121 to file an adopted six-year Transportation Improvement Program (TIP) with the County Road Administration Board (CRAB) by December 31, 2026. • The TIP is prepared annually to specify the transportation construction program in accordance with the adopted Comprehensive Plan, which sets the stage for future land use and growth through the year 2044. • The Department of Public Works prepares the six-year TIP as part of their budget process, and it is used for development of the 2027 Annual Construction Program (ACP). • This Transportation Improvement Program includes all County Districts.

DEPARTMENT FISCAL IMPACT NOTES: This program does not appropriate any funds or authorize any expenditures. The 2027 ACP for Transportation is developed from the first year of this six-year TIP. The ACP is used to develop and is consistent with the proposed 2027-2028 Road Fund Budget which will appropriate the funds.
