PURPOSE: To authorize approval of Professional Services Agreement SWMCC05-24 with Advanced Eco-Solutions Inc. for Limnological Taxonomic Services.
BACKGROUND: The Snohomish County Lake Management Program was developed to work with County residents and lake scientists to protect and restore the water quality and ecology of Snohomish County lakes. A major aspect of the Lake Management Program is regular monitoring of lake conditions. The County will start collecting biological samples, specifically freshwater phytoplankton (algae) and zooplankton, as part of its monitoring program in 2024. Results will be used for tracking the health of lakes, identifying pollution sources, developing and implementing lake restoration plans, evaluating the success of restoration actions, and compliance with State or Federal water quality permit and/or grant requirements. Through a Request for Proposal (RFP), SWM has solicited the services of a consultant to assist the County with taxonomic laboratory testing services. Advanced Eco-Solutions Inc. responded to RFP-24-019RB and was selected through established Federal, State and County policies and practices. A Professional Services Agreement between Snohomish County and IEH Analytical Laboratories was negotiated. Total payments for services under this agreement shall not exceed $98,850 for three years.
