PURPOSE: Approve a Motion to Amend the 2019 Annual Action Plan.
BACKGROUND: Snohomish County is the representative member of the Snohomish County Urban County Consortium (Consortium) for purposes of application, receipt, and administration of federal grant funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG).
Pursuant to Council Motion No. 21-166, on May 19, 2021, the approved 2019 Annual Action Plan (2019 AAP) was amended to add $1,830,114 in CDBG supplemental Coronavirus (CDBG-CV1) funds and to allocate funding for projects that prevent, prepare for, and respond to the Coronavirus pandemic.
The amended 2019 AAP included an award of $80,163 in CDBG-CV1 funds for the YWCA of Seattle-King County-Snohomish County - Landlord Engagement Program (YWCA-LEP); and
On August 19, 2021, the Human Services Department Director approved a non-substantial amendment to add $8,016 in CDBG-CV1 administration funds to the YWCA-LEP, and on December 22, 2023, approved $40,081 in CDBG-CV1 for administration and program costs, resulting in a total project cost for YWCA-LEP of $128,260.
A portion of CDBG-CV1 funds awarded to other projects in the amended 2019 AAP, were not expended and need to be reallocated.
The Human Services Department is proposing a substantial amendment to add $53,926.10 in CDBG-CV1 funds for the YWCA-LEP, consisting of $48,987 in program costs and $4,939.10 in administrative costs, for a total project cost of $182,186.10.
