PURPOSE: Approve grant application and agreement to be submitted to the Washington State Recreation and Conservation Office for 26-1709 D Fairfield Park Irrigation Phase 2 - Youth Athletic Facilities (YAF).

BACKGROUND: Snohomish County Parks & Recreation leases Fairfield Park to the Sky River Soccer Club for the use and operation of the athletic fields and parking lot. Sky River Soccer uses the fields for soccer, lacrosse, cricket and other youth sports. Sky River Soccer successfully completed an RCO funded project in 2023 that installed an irrigation mainline to the fields and this grant application will support the completion of the irrigation system for the fields including valves, lateral lines, and spray heads. Due to the size of the improvements, RCO will require accessibility improvements to the fields. This grant will also support the installation of paving and signs for accessible parking spaces and an accessible path for field access. The Washington State Recreation and Conservation Office (RCO) distributes grant funding through a variety of programs authorized by state law. RCO is accepting applications for several of the Youth Athletic Facility program in 2026 and requires authorization of grant applications for this grant.

DEPARTMENT FISCAL IMPACT NOTES: Matching funding is provided by the Sky River Soccer Club. No County funds are being used for these improvements.
