Ordinance 25-046, approving and authorizing the County Executive to sign an Interlocal Agreement between the City of Snohomish and Snohomish County concerning Annexation and the Orderly Transition of Services for the North Lake Annexation Area within the Snohomish Urban Growth Area pursuant to RCW 35A.14.296

ORIGINATOR: Eileen Canola

EXECUTIVE RECOMMENDATION: Approved by Ken Klein 7/24/25

PURPOSE: To review and act on an ordinance approving and authorizing the County Executive to enter into an interlocal agreement related to the North Lake Annexation with the City of Snohomish

BACKGROUND: The City of Snohomish Council passed Resolution No.1489 to commence annexation proceedings under the interlocal agreement method of annexation under RCW 35A.14.296 and coordinate with the County on an interlocal agreement (Agreement) for the North Lake Annexation. At this time, all requirements of RCW 35A.14.296 are being met and the City has scheduled its Council meeting on this Agreement for August 19, 2025. The City has established comprehensive plan land use designations and zoning pre-designations for the North Lake Annexation area. The North Lake Annexation area is comprised of roughly 237 acres and the general location is east of and including 99th Ave SE, west of and including South Machias Rd and Tax Parcels 28050100101400, 28050100101300, 28050100101200, and 28050100101500. There is no significant fiscal impact for the County if the City were to annex the North Lake area. The proposed agreement is consistent with the GMA, the Multicounty Planning Policies (MPPs), the Countywide Planning Policies (CPPs), and the County's comprehensive plan.
