PURPOSE: Approval of Amendment No. 1 to Professional Services Agreement CC03-21 will allow Solid Waste to continue to utilize Parametrix, Inc. for SCADA System Technical Support Services.
BACKGROUND: PW Solid Waste division uses the SCADA system to monitor and control facility wastewater and landfill gas flare functions. The existing SCADA system has been in place since the 1990’s and requires occasional software updates and reconfigurations to keep the system operational and to meet regulatory and mandated requirements. Through a Request for Proposal PW solicited the services of a consultant to assist the County with this project. Parametrix, Inc. was one of three firms responding to RFP-29-20SB and was selected through established Federal, State and County policies and practices. It was PW’s hope that an employee would be hired to perform these services however, after continuous recruitment PW has been unable to find a suitable candidate. An amendment was negotiated with Parametrix, Inc. to extend the current agreement through December 31, 2023, and to add an additional $75,000 in budget to continue SCADA support services until a permanent employee can be hired. The total payments for services under this Agreement shall not exceed $100,000.
