Executive/Council Action Form (ECAF)
ITEM TITLE:
Title
Motion 22-434, authorizing approval and execution of Professional Services Agreement SWMCC02-22 with CBRE Inc. to provide Floodplains by Design Property Appraisal Services
body
DEPARTMENT: Conservation & Natural Resources
ORIGINATOR: Connie Price/Darcey Hughes
EXECUTIVE RECOMMENDATION: Lacey Harper (10/6/22)
PURPOSE: The purpose of this Agreement is to provide Floodplains by Design property appraisals within two overarching categories; Easements and Full Fee.
BACKGROUND: This Agreement is the product of County RFP No. 45-21SB. Snohomish County is proposing to acquire 200-300 acres for farmland preservation, floodplain, and floodplain mitigation purposes. These may be single whole purchases of property, or these may be acquisitions of partial interest (i.e. open space or riparian easements), which may be one or more adjoining tax parcels under common controlling ownership with unity of use. The County is unaware that any of these properties have any separate water rights and/or claims to water rights, however the appraiser should be cognizant that if these rights are discovered they should be considered as to their contribution to the whole property.
