PURPOSE: The purpose of this ECAF is to approve and authorize execution Amendment 1 to the Agreement for Professional Services to provide a digital wellness platform for the Human Resources Department (HR).

 

BACKGROUND: The County employs approximately 3,200 regular full and part-time employees that live in the Puget Sound area.  The County offers a voluntary wellness program to all regular employees which includes an incentive-based program that encourages impactful lifestyle changes, preventative care, and financial wellness. Other wellness resources are accessible through benefits programs and can be cumbersome for employees to access/manage.  In 2024, the County augmented the existing programs with an easily accessible wellness platform to provide access to a variety of wellness solutions including, but not limited to, emotional health, physical health, nutrition, stress reduction, and financial wellbeing resources via smartphone, computer or other device. RFP-23-016JM was published to solicit proposals for a digital wellness platform and Navigate Wellness, LLC was selected by the Snohomish County evaluation committee as submitting the highest-ranking proposal to provide the services. An Agreement was executed for an initial two years and includes up to two optional extensions. The current agreement expires on May 14, 2026.  HR wishes to extend the agreement for the first additional two-year term at an estimated cost of $220,000.00 for services from 5/15/2026 through 5/14/2028.  Maximum cost of the Agreement through May 14, 2026 is increased to $420,000 plus applicable sales tax.  Approval of this Agreement will allow the HR department to continue to offer digital wellness services to County employees.
