PURPOSE: Approval of Supplement No. 4 to Agreement CCF04-21 will allow Snohomish County Public Works to continue to utilize David Evans and Associates, Inc. to provide Design Services necessary to complete the 36^th/35^th Avenue West Improvement Project.

BACKGROUND: The Department of Public Works (PW) intends improve a one-mile segment of 36^th/35^th Avenue West between 164^th Street SW to SR 99 in unincorporated Snohomish County near the City of Lynnwood. In 2017 the County and the City of Lynnwood entered into an Interlocal Agreement for the joint design of the project. The City of Lynnwood has subsequently completed their portion of the project and ended their involvement in the project.  Under SS-005-21BE the County advertised its intent to Sole Source the contract to David Evans and Associates, Inc, who completed the design work through 90% plans in order to maintain project continuity.   In July 2021 the Sole Source request was approved.   To date three (3) supplements have been completed to add additional but related scope.  Two within the Council approved contingency amount and one (1) approved by Council under Motion 22-151. At this time the County requires additional design services to complete 100% Plans, Special Provisions and Estimates (PS&E). Total payments for services under this supplement shall not exceed $23,107.18, for an amended total amount not to exceed $431,522.33
