EXECUTIVE RECOMMENDATION:  Approved by Ken Klein 12/23/2025

 

PURPOSE: Supplements to the 2023-2026 Solid Waste On-Call Consultant Services Program will allow the Department of Public Works (PW) to utilize consultants on an on-call as-needed basis on time critical projects, and for projects where required staffing and/or expertise is not available.

 

BACKGROUND: Approval of the attached Supplements will allow the Public Works Department to continue to use the consultants for various Solid Waste-related services on an on-call basis when appropriate, or in the case of an emergency.   With recent fee increases Solid Waste is hoping to begin design on several important repair and improvement projects including: Cathcart Transfer Station Tipping Floor replacement, ARTS Transfer Station Scalehouse HVAC Improvements,  NCRTS Transfer Station Replacement - Programing and Feasibility Study, Sisco Landfill Closure, and a Fire Protection and Utility Infrastructure Feasibility Study. Solid Waste is requesting an additional $1,500,000 in contracting capacity for a total maximum of $5,100,000.  This increase is necessary to compensate for the additional work throughout the remainder of the current On-Call period which authorizes work through 2027.

DEPARTMENT FISCAL IMPACT NOTES:  Funds for On-Call Consultant Services have been appropriated in the 2026 Budget.  Revenues come from a variety of sources, as indicated on the annual construction programs.  Funds for subsequent years will be requested in the specific year’s budget and will only be used if appropriated by Council.
