PURPOSE: Approval of Agreement PDB01-23 will allow Snohomish County Public Works to utilize Cornerstone General Contractors, Inc. to provide Progressive Design Builder Services necessary for the Arlington Operations Center Redevelopment project.
BACKGROUND: Snohomish County Public Works along with the Facilities department plans to redevelop the current Road/Bridge/Fleet Maintenance facility located at 19620 67th Ave NE in Arlington, WA The project will be phased with an initial Phase 1 scope to replace the road crew/administrative building, provide stormwater and utility improvements and mitigate the site’s soil contamination. County staff have determined Progressive Design-Build will provide the best contracting method for the goals and needs of this project. Through a Request for Qualifications (RFQ) and a Request for Proposal (RFP) PW has solicited the services of a design build firm to assist the County with this project. Cornerstone General Contractors, Inc. was one of twelve firms responding to RFQ-23-001SB and one of four firms responding to RFP-23-044SB and was selected through established Federal, State and County policies and practices. An agreement for Progressive Design Build Services between Snohomish County and Cornerstone General Contractors, Inc. was negotiated. This agreement document will serve as the basis for future phase amendments which will document the scope and budgets needed to complete each phase of work.
