PURPOSE:  APPROVAL OF MOTION AUTHORIZING THE COUNTY EXECUTIVE TO SIGN AMENDMENT NO. 19 TO PROFESSIONAL SERVICES AGREEMENT CC05-15 WITH CASCADIA CONSULTING GROUP, INC. FOR THE UNDERSTANDING & PLANNING FOR CLIMATE CHANGE IMPACTS PROJECT

 

BACKGROUND: The Pacific NW region is projected to experience worsening impacts resulting from climate change over the next century or longer. Public Works has contracted with Cascadia Consulting Group (Cascadia) to better understand, communicate and respond to the risks associated with increases in temperature, changes in precipitation patterns, reductions in snow pack and rise in sea level.

Cascadia developed a climate change adaptation planning tool which they customized to Snohomish County. The tool helps staff quickly and efficiently characterize climate impact risks for a variety of locations and project types and assess appropriate responses to those impacts.

The climate tool uses the most up-to-date regional climate science as well as the most current and relevant national and global science and provides climate change projections to at least the year 2100.

Benefits to the County include: science-based objective ways to communicate and manage risks; a reduced need for multiple staff to collect and analyze complex scientific data on climate change; and the ability to assist Public Works with regulatory compliance. The climate tool’s use is supported by DOE and WSDOT.

Amendment No. 19, for $9,969.05, allows Cascadia to update the tool with the latest climate change data, as well as updating user manuals and providing training to Public Works staff.

The original agreement was executed April 15, 2015 for $44,418. Amendment numbers 3, 7, and 10 added scope and budget to the agreement to further develop the climate change tool to fit Public Works’ needs. Amendment numbers 1, 2, 4-6, 8, 9, and 11-18 were no-cost time extensions of the contract.
