PURPOSE: Supplements to the 2023-2025 Solid Waste On-Call Consultant Services Program will allow the Department of Public Works (PW) to utilize consultants on an on-call as-needed basis on time critical projects, and for projects where required staffing and/or expertise is not available.
BACKGROUND: Approval of the attached Supplements will allow the Public Works Department to continue to use the consultants for various Solid Waste related services on an on-call basis when appropriate, or in the case of an emergency. Due to an increase in need for Solid Waste design projects including Intermodal Yard Design Phase 1 and Phase 2, SWRTS Scale Replacement, Arts Tipping Floor Replacement, Cathcart Building K Remodel and NCRTS Leachate Modification Design Phase I, Solid Waste has used its current contracting capacity of $1,150,000. Solid Waste is requesting an additional $2,450,000 in contracting capacity for a total maximum of $3,600,000. This increase is necessary to compensate for the additional work through the remainder of the current On-Call period which authorizes work through 2026.

DEPARTMENT FISCAL IMPACT NOTES: Funds for On-Call Consultant Services have been appropriated in the 2024 Budget. Revenues come from a variety of sources, as indicated on the annual construction programs. Funds for subsequent years will be requested in the specific year’s budget and will only be used if appropriated by Council.
