PURPOSE: Approval of an Interlocal Agreement with Community Transit Concerning the Administration of Commute Trip Reduction (CTR) Plans and Programs

 

BACKGROUND: RCW 70.94.527 requires counties containing urban growth areas, designated pursuant to RCW 36.70A.110, to develop and adopt a commute trip reduction (CTR) plan and ordinance for major employers affected in unincorporated growth areas.  The purpose of the CTR plan and ordinance is to reduce commuter vehicle miles traveled and drive alone commute trips in the county, thereby helping to decrease traffic congestion, mitigate air pollution levels, fuel consumption, noise, and energy use.  RCW 70A.15.4020 requires that counties and cities containing affected employers (a private or public employer that employs 100 or more full-time employees at a worksite who begin their workday between 6 am and 9 am on weekdays) develop ordinances, plans, and programs to reduce Vehicle Miles Traveled (VMT) and drive alone commute trips, and thereby reduce vehicle-related air pollution, traffic congestion, energy use, and greenhouse gas emissions. Snohomish County has adopted the required CTR ordinance, SCC 32.40, and has developed the required CTR plan and programs.  Community Transit has implemented the CTR plans, programs, and ordinances for the county and affected local jurisdictions since 1992.  The County and Community Transit previously entered into agreements for this work under Ord. 19-018 and Ord. 23-036.  Snohomish County and Community Transit wish to continue to implement and administer the CTR plans, programs, and ordinances consistent with the proposed agreement provisions, including those found in Exhibit A of the proposed agreement. Snohomish County and Community Transit wish to enter into a new ILA for two (2) years, aligning with the Transportation Demand Management (TDM) Technical Committee’s recommendations, ending June 30, 2027.

DEPARTMENT FISCAL IMPACT NOTES:  No fiscal impacts. Community Transit will be paid with funds directly from the Washington State Department of Transportation (WSDOT). The State of Washington has set aside funds for administering the CTR program. Community Transit is reimbursed for the CTR work they do in Snohomish County using these funds through a separate agreement with WSDOT.
