Executive/Council Action Form (ECAF)

ITEM TITLE:

Change Orders 9, 10, and 11 to the Software as a Service (SaaS) Agreement between Snohomish County and Manatron - Aumentum Technologies for the Aumentum Tax Assessment and Collections System

DEPARTMENT:  Information Technology

ORIGINATOR:  Dee White

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: The purpose of this ECAF is to approve and execute Change Orders 9, 10, and 11 to the Master Software as a Service Agreement between Snohomish County and Manatron, Inc. for changes needed to continue implementation.

BACKGROUND: RFP 21-16 was published to obtain proposals to replace the current tax assessment and collections systems, Proval and Ascend which have been in use by Snohomish County for more than 20 years and are approaching end of life. Manatron, Inc. was selected by the evaluation committee as the contractor whose proposal and software will best meet the needs of the Assessor and Treasurer’s Offices through its Aumentum Tax Assessment and Collections System.   The Master Agreement was executed 12/2/2020 and was amended in 2021 to add a Mobile Assessor test database, and in 2023 to expand the scope of data conversion services. Change orders CR01, CR02, CR03, CR04, CR05, CR06, CR07, and CR08 were previously executed.    Additional change orders are needed in order to proceed with implementation.  CR09 and CR11 will provide format changes to installment bills, and CR10 will provide for changes to the Delinquent Case Maintenance screen.  Approval of change orders CR09, CR10, and CR11 will authorize funding to complete the requested changes.
