ITEM TITLE:

Title

Ordinance 24-091, amending SCC 25.20.050 service charges for aquatic plant control - Lake Goodwin and Lake Shoecraft

body

DEPARTMENT:  Conservation and Natural Resources

ORIGINATOR:  Kent Barbeau

EXECUTIVE RECOMMENDATION:  Lacey Harper 9/18/24

PURPOSE: The proposed ordinance extends aquatic plant service charges at Lake Goodwin and Lake Shoecraft for 5 years with a change in rates.

BACKGROUND: Properties abutting the shores of Lake Goodwin and Lake Shoecraft are currently subject to an additional service charge for managing and controlling invasive aquatic plants, particularly Eurasian milfoil. These additional service charges are set in County code to expire on December 31, 2024. The County and the property owners around both lakes wish to continue work to manage the invasive aquatic plants to prevent the spread of the invasive plants to other areas of both lakes or to other lakes in the county. Property owners around both lakes met in February 2024 to propose new rates for the next five years. The proposed ordinance would revert to a single rate covering the five-year period instead of the current rate schedule that has varied over the 2019-2024 period. Lake Goodwin and Lake Shoecraft are located in Council District 1.
