ITEM TITLE:

Title

NPDES Phase I Municipal Stormwater Permit WAR04-4502 S4.F Notification of Discharge from the Snohomish County Storm Sewer System to Big Gulch Creek.

body

DEPARTMENT:  Conservation and Natural Resources

ORIGINATOR:  Bill Leif

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: Notify the Washington State Department of Ecology of polluted discharge from the County storm sewer as required by the NPDES Phase 1 Municipal Stormwater Permit.

BACKGROUND: The Washington State Department of Ecology (Ecology) issued a National Pollutant Discharge Elimination System (NPDES) Phase 1 municipal stormwater permit to Snohomish County and five other municipalities in Washington State. The County is required to submit a notification to Ecology when a discharge to or from our storm sewer may have caused or contributed to a violation of a state water quality standard. On May 10, 2024, the County became aware of a discharge of PFAS-free firefighting foam from the Paine Field/Snohomish County Airport to the storm sewer which drains into Big Gulch Creek. This discharge caused or contributed an exceedance of the antidegradation water quality standard for the wetlands. To prevent future discharges from firefighting training, the Airport Director has directed that all Snohomish County Fire Department at Paine Field training that involves any substance other than water be conducted off-site at an appropriate facility.  The Airport Director also reminded all staff via email about their role in preventing and reporting water pollution.
