PURPOSE: The purpose of this ECAF is to request approval and authorization for Amendment 8 to the Turnkey Public Access Phone Services, extending the contract for three months with three optional three-month extensions.

 

BACKGROUND: In 2004, Bid 74-04 was awarded to GTL, formerly A.T. &T., for a turnkey public access phone system.  The turnkey phone system includes two components, public pay phones located at various County locations such as the Airport, Fairgrounds, and County Campus, and jail inmate phones installed at the main campus, DJJC, and Sheriff Precincts. This contract has been a revenue source derived from the commissions earned largely from inmate population phone usage, and the revenue is used for inmate purposes.   GTL has provided a reliable phone operating system that includes some of the latest technological features and functions.  GTL is a leader in providing inmate phone systems nationally. In 2014 the contract was amended to extend the services for five years, and at the same time a new, higher commission rate was negotiated. In addition to paying commissions, GTL is responsible for payment of two inmate technology programs, VINES and Looking Glass Analytics, totaling approximately $85,000.00 annually. Amendment three was approved in 2018, extending the contract for two additional years, through 11/23/2020. Amendment 4 was approved in 2020, extending the contract for one additional year, through 11/23/2021. Amendment 5 was approved in 2021, extending the contract for one additional year and adding a scanning unit.  Amendment 6 was approved in 2022, correcting language that was included in Amendment 5. Amendment 7 was approved in 2023 extending the contract for one additional year.  The current services are being replaced with services from a different vendor.  Approval of this Amendment 8 allows for a three-month extension to the contract under the current fee schedule, with three optional three-month extensions to allow time for negotiation and execution of a contract with the new vendor.
