PURPOSE: Council approval of a lease between Sky River Soccer Club, a nonprofit corporation registered in the state of Washington, and Snohomish County at Fairfield County Park.

 

BACKGROUND: Snohomish County owns Fairfield County Park (the “Property”), containing approximately 38 acres of land with parking lot and building facilities, under the custodianship of the Department of Conservation and Natural Resources, Parks Division.  Sky River Soccer Club (the “Lessee”) is a nonprofit corporation registered in the state of Washington and manages and operates athletic events in the community.  The Lessee has greed to provide services for the public benefit including athletic field improvements, landscaping, repairs and maintenance to the Property. The rental value of the lease is $38,000 per year and the value of the services to be provided by the Lessee exceed and offset the rental value. The Lessee shall pay leasehold excise tax in the amount of $4,879.20 per year and shall collect and pay admissions tax as set forth under Snohomish County Code 4.23.030. Funding for the acquisition of the Property was provided in part by the Recreation and Conservation Office (RCO) of the state of Washington and the uses provided for by this Lease have been authorized by the RCO. The Department of Conservation and Natural Resources - Parks Division and the Property Officer recommend approval of the Lease.
