Executive/Council Action Form (ECAF)
ITEM TITLE:
Title
Motion 21-375, approving and authorizing the execution of Amendment No.1 to the software as a service (SaaS) agreement with Rave Wireless dba Rave Mobile Safety for emergency response notification services
body
DEPARTMENT: Information Technology
ORIGINATOR: Dee White
EXECUTIVE RECOMMENDATION: Approve Ken Klein 9/30/21
PURPOSE: To obtain approval for an Amendment to the Agreement between Rave Wireless and Snohomish County to add one additional keyword to support Airport operations.
BACKGROUND: The County published RFP 11-19SB to solicit proposals for a new system that will integrate with Sno911 and Smart911 systems, is usable “out of the box” with minimal configuration and offers 24 hour a day, 7 days a week support. Rave Wireless was selected by the Snohomish County evaluation committee as submitting the highest-ranking proposal to provide a new notification system and a five-year Agreement was executed 2/12/2020 by Motion number 20-030. The Airport and DEM are requesting expedited handling of this Amendment in order to rapidly deploy a communication option for alerts to tenants, travelers, and other stakeholders in the community. Approval of this Amendment 1 will allow Snohomish County to add one additional keyword to support Airport operations. Rave Keywords provide many benefits to the Airport, stakeholders, and public. As we enter the winter season and begin to experience severe weather phenomenon, the Airport has a responsibility to notify its tenants and stakeholders of hazardous field conditions. Hazardous surface conditions can range from reduced braking action due to weather contamination, to an unsafe surface that requires a closure. The effectiveness of this service will also prove to be useful during construction when operations are severely impacted in order to perform critical repairs. Moreover, Rave Keywords can keep Airport users safe when an emergency escalates, and bystanders must leave the immediate area. These alerts can help Airport staff deliver information and resources immediately to Airport users.
